The rules were made by the Administrators and/or former Staff; to which the reasons of why a chalkboard is to be used, I'm unable to provide a response for.
However, we'll need constructive feedback as to why the current system should be changed. This is a system that has been there since the server began, changing it within a whim would make no sense. Our concerns towards changes are to request for clarification as to why it's a better option, and the community has yet to provide that clarification.
Changing it within a whim? Maybe that's if this is the first time this is brought up, but as others mentioned I believe the first time this was suggested was way back in 2017, or in 2016?
You're asking for clarifications as to why it's a better option, yet you chose to ignore my points and examples made in the previous post which basically explained how the chalkboard system is clearly inferior to the @map command if it's to be implemented (with the inactive rule of course).
What kind of actual constructive feedback are you expecting us to provide?

- First option for if you think that you just want the @map command as soon as possible and remove the chalkboard system altogether.
- Second option for if you think that you want the @map command but to somehow implement the chalkboard system in it (thereby, the command will take a much longer time to implement to have it function properly).
- Third option for if you think that the @map command isn't needed and you're fine with the chalkboard system for afk as well as @check screenshot system for proving map ownership as well as reporting kill-stealers.
- Forth option for if you have a different opinion than what listed, then please reply in the thread your opinions.
