Cygnus Blessing (Link skill) have some bug in here:
1. Cygnus Blessing doesnt updating link skill level when already linked from other Cygnus Blessing skill until change channel/logoff, its should updating link skill level.
2. Cygnus Blessing doesnt link again when unlink Cygnus Blessing skill until change channel/logoff, its should working.

Freedom of Resistance also has the same issue as Cygnus Blessing. Trying to link them again after linking them doesn't work until after you change channels.
I did post this Bug earlier but by then i didn't realize changing channels made both issues work.
