Angelic Buster - Soul Seeker-related bugs

Description of Bug
1) The proc chance of soul seeker expert is currently a lot lower here compared to the official servers.

2) Pretty Exaltation (Lv140 hyper skill) is supposed to grant an additional 15% proc chance for soul seeker expert. Currently, it either does not affect or slightly lowers the proc chance instead.

These bugs and other Angelic Buster skill bugs have been reported many times in the past yet everytime it gets moved to "Resolved" without any true solution.

Please resolve it this time.
